Faced with significant challenges related to water scarcity, the National Office of Water and Sanitation of Djibouti (ONEAD) is taking a decisive step toward modernizing its public service, with strong support from the Djiboutian government.
Under funding of the French Development Agency (AFD) and the European Union (EU), Seureca in partnership with Veolia, OiEau and in association with INSUCO, has been selected as Operator-Assistant to support ONEAD in its transformation.
Over the next 5 years, this co-management project will address the critical challenges of water management in Djibouti, including:
- Securing water sources such as boreholes, the Doraleh desalination plant and cross-border transfers from Ethiopia
- Reducing technical and commercial losses while improving network efficiency
- Deploying best practices in operations, asset management and maintenance, commercial management services for both water and wastewater service
- Offering modern and digital services for both agents customers
- Strengthening ONEAD’s economic performance to ensure it becomes a sustainable and high-performing utility
Collaborative expertise and contributions:
Seureca and Veolia will bring their extensive experience and tools from managing water utilities, with a highly skilled team and the appointment of a Deputy General Manager in charge of Operations.
OiEau will provide tailored training programs to ensure the effective transfer of skills to ONEAD’s workforce.
INSUCO will guide the project on its social and environmental aspects to address the specific needs of the Djiboutian population.
